Chapter 1

The Reality You're Facing

Victoria's family law system is complex. But you can navigate it.

Every year, over 11,000 families in Victoria find themselves in the same court buildings, filling out the same forms, facing the same uncertainty you're feeling right now.

Melbourne's system is unique - a dual-registry model with the CBD and Dandenong, plus Victoria's distinct IVO framework that interacts with federal family law. It can feel overwhelming before you even start.

But here's what the complexity hides: about 40% of parents represent themselves. Many successfully. And around 95% of cases settle before trial.

The path through isn't always clear, but it exists. This guide will help you find it.

What the Data Shows

  • 81,874 clients assisted by VLA in 2024-25
  • $73 parking difference between CBD and Dandenong
  • Free duty lawyers at both Melbourne registries

If Safety Is a Concern (IVOs)

Victoria's unique system: IVOs are handled at the Magistrates' Court under Victorian state law. Crucially, under Section 68R of the federal Family Law Act, a Victorian magistrate has the power to vary, suspend, or discharge a federal parenting order if it conflicts with IVO safety requirements.

This creates a powerful mechanism for immediate protection - but also requires careful navigation between state and federal jurisdictions.

Specialist Family Violence Courts

Victoria leads Australia with dedicated SFVCs featuring specialised magistrates, enhanced safety protocols, and co-located support services.

  • Heidelberg - Northern suburbs hub
  • Moorabbin - Southern metro area
  • Ballarat, Shepparton, Frankston

Koori Family Violence Services

The Umalek Balit program operates within Melbourne Magistrates' Court, providing culturally safe support for Aboriginal and Torres Strait Islander litigants navigating the IVO process.

For immediate danger, call 000. For IVO advice, contact the Melbourne Magistrates' Court at 233 William Street.

If you're in immediate danger

Call 000 immediately. Police can issue a Provisional IVO for immediate protection. Safe Steps Family Violence Response Centre operates 24/7 on 1800 015 188.

Chapter 7

What Locals Wish They Knew

The insider knowledge that isn't in any official guide.

Melbourne has two federal registries

Unlike Sydney's scattered buildings, Melbourne centralises family law. The CBD registry is at Owen Dixon Building (305 William St). Dandenong (53-55 Robinson St) serves the south-east. Both handle the same matters—choose by convenience.

Flagstaff Station is your friend

The Owen Dixon Building sits directly across from Flagstaff Station on the City Loop. Trams 58 (William St) and 30/35 (La Trobe St) stop at the door. Public transport beats CBD parking every time.

Dandenong is $73 cheaper

If your matter can be heard at Dandenong, the logistics are dramatically easier. Dandenong Plaza offers all-day parking for just $2. That's a $73 saving over Wilson Parking in the CBD.

Security queues peak at 9:30am

Both registries use airport-style security (x-ray, metal detector). The morning rush (9:30-10am) can mean queues out the door. Aim to arrive 30 minutes before your hearing.

Level 7 is where you go

In the Owen Dixon Building, the public registry counter is on Level 7. Courtrooms are on Levels 6, 8, and 9. Mediation suites are on Levels 6 and 9. Check your listing carefully.

Digital filing is mandatory

Melbourne has fully embraced the Commonwealth Courts Portal. Paper filing is discouraged. Get familiar with the portal before you need to use it under pressure. Self-help kiosks on Level 7 if needed.
